recommenders?

So I'm currently in the process of preparing my I-140 documents and is trying to find potential recommenders for my case. I want to ask my former supervisor of my PhD program who is a reputable expert in the field to write a letter for me. But the problem is that he retired a year ago. Can he be my recommender?
