My 140 (niw) was approved a while ago, but i couldn't get a j waiver so i had to go back home. i did 140 in the us. now i'm in Nepal. can i still get a green card? do i need to wait until 2 years are over?
Yea...you can search for immigrant visa processing (used to be called consular processing). You will complete this process in Nepal.
Same as I-485, you need to complete the two year service first before you can get your green card.
