independent recommender

Hello, I am preparing for EB1A and want to know how to define an independent recommender.
If the person has not cited my paper and is not any co-author of my paper, is he an independent recommender?

If he does not have overlap with you at the places he (you) worked, then my understanding is that he should be an independent recommender.

to Peggy:

If the person has a professional relationship with you, then he/she is considered to be a dependent recommender. Conversely, those who cited your paper but have no connections with you are considered to be independent recommenders. Hope this helps!
