Transferring to another university

Hi there! I'm considering filing NIW but I might transfer to a better university in fall semester, 2019. Would that be a problem for my NIW case? I've got everything ready, recommendation letters, etc. but I'm not sure if I should wait until after transferring to file the case. Thanks!
P.S. I'm currently in the 3rd year of my Ph.D.

No, this won't be a problem, and you can file the case now. Just make sure that your PhD field is still the same.

But I heard filing I-140 conflicts with F1 visa. Is this true? Will my NIW get affected if I transfer?
