Entering the border with J1

Tsup everyone, I need to know how long you have to wait to file your I-140 after entering this country with J1? Cuz currently I've already been told it's 30 days, 60 days and 90 days. So which one is it????? THANKS. It really bothers me that different lawyers answer differently on this question.
