Do foreign citations count?

My papers have been cited 100+ times but most of them are cited by non-U.S. scholars. I have consulted many attorneys. Some of them told me this should not affect my case, while others said that it would weaken my case. Can someone please share your experience? I only have 5 English citations.

Non-English citations are counted but in your case, it seems like majority of the citations are non-English, and this could weaken your case to some extent. You might want to wait until you have some more English citations before filing.

My attorney told me that some immigration officers recognize non-English citations, while some do not. I agree with tom.vargas177 that you should probably accumulate more English citations, if you wish to avoid being challenged by the immigration officer.
