Processing time during holidays (H1B)

Hi all,
My H1B has been pending for a few months...
Is USCIS slower during the holidays?
I told my lawyer to move faster to avoid the holidays but didn't turn out as I hoped.

USCIS is a government agency, so I'm sure they don't work on federal holidays. The end of the year Thanksgiving/Christmas/New Years should have slowed them down by at least a few days.
