Anyone Familiar with 0738?

My EB1A at NSC just got a RFE.
I did not do premium processing and waited a total of 9 months for the result.
I have a weak case. 117 citations, among it 42 Chinese citations, some media reports.
Some say NSC needs at least 40,000 citations. Is this true? Should I respond?
